Shrimp "poppers"

Okay, so Len and I went to a Mexican themed party that was catered by a local Mexican restaurant we had never heard of. Everyone at the party (ourselves included) went nuts over an appetizer that was basically half of a squatty banana type pepper (mild but with a kick) stuffed with coarsely ground shrimp seasoned with garlic, and baked. Something made the filling hang together, but not sure what, as I couldn't identify another flavor. I'm thinking maybe egg white, since there was no stringy texture that would result from cheese being used. These things are served with lemon wedges, soy sauce and mayonnaise for dipping. (I went no further than the squeeze of lemon.)

Funny thing was, we sought out the restaurant which turned out to be the literal hole in the wall/greasy spoon, practically sitting on a railroad track in a sort of scary part of town. Let's just say, going at night would be out of the question. We did go for lunch and cracked up when we got the bill. We had one order of the poppers and one of the lunch specials (I think a taco and chile relleno combo platter) and two diet cokes. The lunch was $37!

So we are not eager to go back to the place, but do want these poppers again. Has anyone ever had or made anything similar? I could probably wing it but would rather try a recipe if there is one out there. I'm attaching a photo here so you can see...
Anyone? Bueller?

I'm thinking you couldn't go wrong duplicating the filling for the Chinese dim sum item called Hargow.

Yep, minus the ginger, bamboo shoots and water chestnuts, I'll bet that would do the trick.
