Question for gardeners about "papas criollas"

These are the potatoes that Trader Joe's sell as "Teeny tiny yellow potatoes", and that originate from Columbia.
My wife would like to grow them and can't find seed for sale or even the actual spuds that aren't irradiated and could be grown if planted.
Also if found, as they're grown at altitude, could they be grown at sea level California?
I told her I'd ask here as hopefully somebody will know the answers, and as the only things I know about gardening is how to eat the results of it!

If the info isn't available from the forum you could visit http://www.cipotato.org/ which is the web site of Centro International de la Papa - the International Potato Centre in Peru. The website can be viewed in English. What this Centre doesn't know about spuds is possibly not worth knowing.

A guy in one of my wine tasting groups is a seed producer (I know, you all are but I mean vegetables :) ); maybe I can ask him how he'd go about getting those if he wanted them.
