France, for me, because of the variety available and, here in Europe, unbeatable QPR. The latter reason may surprise but, with only a little persistence, scores of excellent and distinctive, even classy, wines from small producers can be unearthed for less than EUR 10 and, if the bar is raised to EUR 15, it becomes many hundreds. Supermarkets should, however, be avoided as a source except for the famous Bordeaux crus.
I love Italian wines and drink them frequently but I think that in general one has to pay a few euros more for equivalent quality in the EUR 10-30 bracket. (Above that, Barolo producers claim that their wines costing EUR 50-100 are superb QPR compared with Bordeaux and Burgundy costing double!)
