Decanting is a form of aerating and my preference; even when the only purpose is airtime and not additionally removal of sediment in an older wine. If you pour the wine against the wall of the decanter, it spreads the wine into maximum oxygenation as it goes in. We're generally opening a whole bottle that we'll consume all of; those aeration devices are generally best for single glass pours.

Aeration devices are a waste of money. Use a decanter, or just pour a glass 30 minutes ahead of when you want to drink it.

Webster dictionary definitions:
Decant- to draw off a liquid without disturbing the sediment of the lower liquid layer
Aerate- to supply or impregnate (something, such as soil or a liquid) with air

So depening upon your method of decanting wine will determine how much you aerate it.
