I don't see how this would be useful for a wine storage room, as the excess moisture would have to be removed somehow. That would either require ventilation, which would introduce warm air into the room, thereby defeating the purpose of the cooling, or a dehumidifier, which is not so different from an air conditioner. The other alternative would be to have cooling coils in the room that run to a heat exchanger that is outside the room, with evaporative cooling taking place there, by means of water spraying on the heat exchanger.
All in all, I can't see this as a practical solution.
Since making my original posting, I installed a small inverter air conditioner in the mamad and it's been working 24/7 for years. It maintains a temperature of ~18 degC and the power consumption is quite low. I have not had any problems with cork dry out, so the humidity must be ok too, though I've not measured it.
Of course passive cooling would be best, but I suppose I'd have to dig a cellar for that.
