I've been to WINO, which has a VERY large collection of open bottles, all under nitrogen. Not really a "bar" in terms of a place to hang out, but this is a pure wine geek place.

I know the guy that runs WINO and he is very dedicated and knowledgeable. I've never been, but would go. Hersaint is another eclectic restaurant with an interest in wine. They have white and red by the glass! And the food is on-point. Also enjoyed Muriel's for lunch (Jackson Square), with the crab salad and a half bottle of Chablis. Nice! I can also recommend Bayonna's, seems to have everything working just right. We took a bottle, with a modest corkage fee.
