When a wine, CA cab in this case, is described as having "frequent racking" in the first year of its 20 months in oak, what does that mean?

Racking is siphoning wine from one container to another, often times to get it off its lees (sediment).
In this case, they may have wanted to get more oxygen in the wine, although since it is reported early on in its barrel aging, I suspect that getting it off the lees it was throwing was the major reason.

What Jim said. Racking is the primary method for clarifying wine, usually followed by fining and/or filtering. Another reason for the multiple rackings could be to control the amount of exposure to oak. The wine may have spent some time in new oak and some time in used barrels.
