Shiraz Question

I am looking for a Shiraz with a very peppery taste. I would prefer something under $20 a bottle. Any suggestions?

it might help if you would name one or two that have beeen along the lines you want; or maybe one or two that are the opposite of what you want.

In very general terms, a warm/hot climate wine may have less pepper notes and more dominant fruit (in extreme cases stewed fruit) - though I guess the alcohol might accentuate any spicy notes. In Cooler climate wines, the black pepper can give way to a more white pepper. Those are very broad generalisations though and there's many variables.

Here's a lateral idea - why not try a search of this site for 'pepper'. My bet is it will bring quite a few wine tasting notes back with that as a descriptor. Might be an easy way to get a few worth trying out.
