Planting vines

I am currently busy filling out all the necessary forms required to buy some riesling vines. (Planting them in my hothouse and then follow their yearly cycle will hopefully help me not to forget the oenology I once studied.) You see, for us in Sweden, and in all the other 26 countries of the European Union, it is normally prohibited to plant vines intended for wine making, (those for table grapes are a different matter), unless you have "plantation authority". (Yep, that is the sad and bureaucratic truth...)
Now to my question: my naïveté says other countries (e g United States, Canada, Australia, Switzerland) must be more liberal, right?

From 2015 (2018 in France) planting rights in the EU should be unrestricted, barring accidents. Yes, it's a long time to wait, but common sense will rule in the end.

In the US there are regulations regarding the importation of vines from other countries (for disease control purposes). As far as I know the only other laws are for patent rights on new varieties, such as those developed at Cornell U. or U. of Minnesota. Propogating these vines requires one to pay a fee that goes to the patent holder. I have several vines growing in my back yard that I hope to be harvesting from in the not too distant future.

True. I just read that in RVF and I presume you did, too?

Surely that is for commercial plantations, not for vines in your own back garden?

Every garden centre in the UK stocks vines,and commercial vineyards sell potted vines. I bought 6 a few years ago from Three Choirs
