Prompted by Robin's post, which I have copied into my Blackberry, the thought occurred Robin is always right but can only drink so many wines, and why not tap everybody for their list.
I'll have to think back, but my list would certainly include:

Domaine la Garrigue Cotes du Rhone la Romaine 2004 - $9.95
Chateau Pesquie Cotes du Ventoux 2004 - $11
Perrin CdP les Sangliers 2004 - $24
Grand Batier Bordeaux 2005 - $8.99

The three that come to mind immediately are:

Barbaglio 2000 & 2001 at c.13€.

Téxier Brézème 2004 at c.10€.

Langwerth von Simmern Riesling Kabinett 1993 at c.14€.
I don't drink wine because of religious reasons ... only for other reasons.

2005 Domaine Sorin from Languedoc, both pink and red, both $10. I'm sure there were others but these two are the only ones that come to mind at the moment.

This wine once [or twice] went on sale for $9.99 by the case:

Palomo Peak 1995 Riesling Reserva

Even at $11.99 by the case, it's still a whale of a good bargain.

It's also the runaway winner for WOTY [at least in our market] - nothing else would be close.

There's a bunch of contenders, but the 2007 Screaming Deal Award goes to:

2001 ESJ Wylie Fenaughty Syrah ($16 before disc)

Hi Ol' Willie, My best QPR wines were all Germans.

1. Messmer 1999 Scheurebe Kab. Burrweiler Altenforst for $8.25

2. Lingenfelder 2001 Riesling Spat. Grosskarlbacher Osterberg for $13.20

and best of all....1983 Burklin Wolf Scheurebe Eiswein(full bottle) $28...
1/2 bottles for $14 (may be worst QPR too as they are yet untasted)

2007 fresh pressed juice from the Niagara Peninsula (I'm anticipating a great vintage) - I'm expecting about 60 bottles each of Chardonnay, Riesling, Gamay and Cab Franc/Merlot blend, costing less than $2.50 each. I am also anticipating about 60 bottles each of Cayuga, Vidal and Steuben Rose, made from locally grown grapes, at less than $1.00 each. 8)

I forgot one, maybe my best find of the year. 2005 Haut Plantey Haut Medoc Bdx, more like an expensive Santa Cruz Mtn Cab than a cheap left bank Bdx, but with absolutely stunning cabernet fruit, 11.99.

Whole bunch but have to promote the Four Vines Zinfandel for under $18. Also the `04 Barat Deux Rives Chablis for, I think, $25 Cdn.

With the new Wine Focus theme coming up...good quality wine for less than $15, should be able to find some exceptional bargains to start off the new year!

Honestly, this year I didn't have much luck in the under $15 range.

Both QM Vinho Verde and ESJ Shadow would qualify and I served both at my wedding.

At a higher price point, but still shy of "premium" I'll list my best values with the low range being my price and the high range being the most expensive I have seen these wines.

1998 R Lopez de Heredia Vina Tondonia Reserva $30-$40
2004 A. Graillot Crozes-Hermitage $19-$30
2005 Vietti Scarrone Barbera $30-$40
1998 Bodegas Riojanas Gran Reserva $22-$28
