Wine Industry Question-Custom Crush Facilities

This question is actually work related, so I hope it's appropriate. I know there are quite a few industry people here, so...hopefully you can give us some advice.

I am a city planner in Fairfield, CA, which abuts an older agricultural area called Suisun Valley. The valley has traditionally produced a mix of crops, including wine grapes (it has an AVA designation), but wine production is relatively limited. To support the valley, we are looking to attract a "custom crush" facility for artisan winemakers. We would like to provide potential investors with a market study/business plan that can be used to evaluate the valley.


I am looking for advice as to firms, individuals, etc. who might be interested in receiving a request for proposals/qualifications to compile such a study. We could of course use the standard economic and business consulting firms, but I am also interested in people and firms with some substantial wine industry experience or knowledge.

I hope this is the appropriate place to post this request, but...here goes.
